Thomas C. "Tom" Mann

Thomas C. "Tom" Mann was U.S. ambassador to Mexico from May 1961 to December 1963; special assistant to the president and coordinator of the Alliance for Progress from 1964 to 1965; and U.S. under secretary of state for economic affairs from 1965 to 1966.
